reimplement HalpCalibrateStallExecution


The function calculates the StallScaleFactor based on the ticks from 
the 8254 chip.
The speed of the function KeStallExecutionProcessor() is more fixed to the
speed of the processor.

The code is a reimplementation from old code from ReactOS svn with some 
modification from me too fit with the current trunk. 

With this patch the original xp/2000 nic driver for the 3c905CX-TX-M installs
and 
works with ReactOS.
