Japanese ReactOS Website is blank in Internet Explorer. Internet Explorer
assumes it encoded in Shift_JIS.

"<meta http-equiv="Content-Type" content="text/html; charset=utf-8">" is under
"<title>Frontpage - ReactOS ƒEƒFƒuƒTƒCƒg</title>". It should be before title
tag.
So please swap "title" tag for "meta" tag.
