About the WinNls.h, previously had a FIXME saying that the file was not ready
to be used in the lang.c, but talking yesterday on IRC, khornicek confirmed
that this was not more true and the file can be included again. He did it and
commited (r48913). Now I can do the right thing and put the declarations on
right place. I think it's better ignore this patch. I'll create a new one.

About exporting stubs, I understand your concern and completely agree with
that. That's why I just updated the lang.c and not exported anything.

The MUI support go beyond those exposed API. My idea is not enable or export
anything until the whole thing is implemented and tested. I just wanted to
start by somewhere.

My question is, how do I should proceed, keep posting small patches on demand
as I progress on the implementation or wait to do a big one when finish?
