Safe Mode implementation - Version 0.5

- moved a variable to start of function in win32k "ntuser/desktop.c" file
- removed single unnecessary line from win32k "ntuser/desktop.c" file (was
commented in original patch and is duplicate of line added previously)
- fixed bug which crashed the system upon startup and/or made NDIS hang
- fixed bug which could lead to unexpected behavior due to uninitialized
variable
- added "Debug" driver group to both Safe Boot lists (minimal and networking)
to facilitate debugging in Safe Mode (NOT installed on Windows XP)
