7-zip is certainly one of the better compression options. There are many 
windows applications available for decompression, winrar, powerarchiver, 
zip genius... Im not sure about linux when it comes to 7z archives. Do 
the 7-Zip sources compile under linux?

0.26 rc2 .7z is compressed to 12.8mb as against 15.1mb rar archive.
