This is a result of my shutdown changes. Previous my changes, there was 
no delay between terminating all threads and halting the system. I've 
add a delay of 1 sec to give the system the possibility to terminate all 
threads. The delay and the separate thread are necessary to give the 
caller of NtShutdownSystem the possibility to do some reprocessing.
