[ros-kernel] Wine integration

I have access to Visual C++ 7, but my porting steps are little different
from what Jonathan described:
1. port the dlls over so they compile with MingW with making all necessary
changes for w32api.
2. make a diff of w32api and go change by change and verify it against MSDN
3. submit w32api patches to w32api team
4. pray and wait if it will be commited
then
5.import the dlls into ReactOS
