[ros-kernel] Would it be feasible to use automake/autoconf?

Hm I changed my mind.  I talked it over on #reactos and it'd be too much of a 
pain for Windows users.

It occurs to me that really there's little that ./configure would find, 
compared to uausal linux builds.
