[ros-kernel] Patches to ntoskrnl for cygwin

I've had these patches in my tree for a while.  Cygwin almost works (actually,
bash, tar, and others do work by themselves), but can't fork or vfork due to
test failures.  It seems like a good idea to throw these out there so
interested parties can see them.

I checked in two test cases, p_dup_handle and map_dup_inherit that expose
the bugs.
