[ros-kernel] Messaging Rewrite

Hi Mark,

i just talked with Thomas on IRC and we decided to branch the CVS for the
messaging rewrite (branch: win32k_message_rewrite). I want participate on
the rewrite, so it would be good to coordinate the efforts.

And also one idea about implementing AttachThreadInput:
- Add usage reference counter to message queue.
- When calling AttachThreadInput, set thread message queue to the other
thread's one and increase/decrease the reference counter.

Please comment.
