What will happen if you use install.bat and forget to specify a path? It
will install ReactOS in 'C:\reactos'. So why not use the same strategy with
'make install'?

INSTALL_DIR is only used internally. ROS_INSTALL is the variable you should
use to override the default install path because the default path is used if
ROS_INSTALL was not used.
