[ros-kernel] Feature freeze

It's that time again!  With all of the progress that's been made, it's
time to start our next release cycle.  I'd like to start feature freeze
for the next release at the end of the day tomorrow, and follow that
with code freeze in one week.  I've had feedback that code freeze lasted
too long last time, so this time I'd like to limit it to three days,
making the release over the weekend.
