[ros-kernel] Microsoft Give-Away

No-one else seems to have mentioned this yet (at least not on this list & I
don't watch the other lists); Seems that MS have become rather generous
recently ... they now seem to be giving away their optimizing C++ compiler &
the runtime code all for free ...
