This change breaks scrollbar controls, in at least 3 ways. It puts
SetScrollInfo() and GetScrollInfo() into an infinite loop of
SBM_{GET/SET}SCROLLINFO messages and it prevents painting of scrollbar
controls.
You can use AbiWord as a test case, it won't start up anymore because of
these issues.
