[ros-kernel] 0.2.2 Release

There is some distribution problem with this current release. The release hasn't been announced via the sourceforge news module, and because of that the release hasn't been announced on www.sf.net<http://www.sf.net/> list of new releases. Additionally, freshmeat.net has not yet announced the new release.
