[ros-kernel] Upcoming release

Hi all

The next release, 0.2.4, is soon going to be iced. Here's the schedule:
- 25-AUG-04: Feature freeze
- 01-SEP-04: Code freeze
- 04/05-SEP-04: Release

Robert Köpferl (rob at koepferl dot de) is our new release engineer, 
and will be guided through this first one by a few of us that know the 
process. Thanks Robert!!
