[ros-kernel] Feature freeze for RC1 of 0.2.4

ReactOS reacht another feature freeze.
We're now trying to finish version 0.2.4
 From today (2004-8-26) there exists the branch "ros-branch-0_2_4" which is 
tagged like that.
Now just fixes are allowed to be committed TO THE RELEASE BRANCH (see above). 
New features may still be added to HEAD. Don't forget to also commit fixes to HEAD.
