Why should it be illegal?

The '$Windows NT$' signature _must_ be used if a .inf file should only be
processed on Windows NT/2k/XP but not on Windows 9x/ME. As such, the
signature is a 'fact' that cannot be changed if compatibility is required.
The same applies to other predefined section names, key names or values.

BTW, this might be a temporary modification.
