[ros-kernel] Text needed for cvsweb repository description.

Hi all,

I updated the CVSWeb site and made the following changes:

  - Added a (rather lame) root index page.  (can the web designer build me a
reasonable page to replace it?).

  - Stole the style sheet reference and top matter from the Dev site and 
applied it
to the cvsweb config. (any other suggestions here?)

  - changed the URL to access cvsweb to 
http://cvs.reactos.com/cgi-bin/cvsweb.cgi.
added a redirect page from /cgi-bin/reactos/ros-cvs to this page.

  - changed the URL to access the wiki to http://cvs.reactos.com/cgi-bin/wiki.
added a redirect page from /cgi-bin/reactos/roswiki

Let me know if I broke anything that eluded me.
