[ros-kernel] Kernel/Subsystem/System/Cmd/color.c - simple fix

Hi,

 in cmd.exe there are two ways to set colors
first way:
 /colors 9999  -> that will try to set foreground 99 and background 99
 but will return error because  both are same colors.
another way is this: cmd /t:9999
 this will not return an error  and user will not see anything more,
because foreground and background colors

i fixed this simple issue, attached the mail
