OK. That seems to be a BIOS issue to me. If the BIOS can handle ElTorito (CD
boot specification), it should AFAIK most certainly assign IRQ 15 to the
second IDE controller for it to be usable.
Considering it seems to be quite old, could it be the BIOS doesn't
handle/support ElTorito - boot from CD-ROM (though I seem to recall AWARD
4.51PG being mentioned, which AFAIK has got support for this - but then
vendors are of course free to tweak/enable/disable stuff at will)? Can you
boot anything else from a CD?
Another idea: Since it seems the CD-ROM is alone on the second controller,
is it jumpered as master? The ATA-specification expressively disallows
having a slave-device alone, even that this has been made possible by BIOS
vendors in the last 5 years or so due to the numerous violations.
Yet another thing to look out for is CS. CableSelect has been a source of
many mysterious problems.
