Subversion has all of the above:

CVSNT -> Standard command line client (http://subversion.tigris.org)
WinCVS -> RapidSVN (http://rapidsvn.tigris.org/)
TortoiseCVS -> TortoiseSVN (http://tortoisesvn.tigris.org/)
