IMHO, there are two important facts to keep in mind:

a) if you want to extend the system, you can write your own DLL; this 
happens every day (established in 1985 in Windows); if a DLL proves to 
be well designed, well implemented, free etc. no programmer will avoid 
it and it will appear everywhere;

b) KERNEL32.DLL is not a kernel, despite its name. Remember that Win32 
is simply *emulated* in the OSes belonging to the NT family.
