[ros-kernel] "Bug" in explorer's makefile

Hi,

Found a "bug" in eplorers makefile. The makefile doesn't obey the CP envar,
but allways use rcopy. This is sligthly annoying. When comparing the
explorer's makefile to other makefiles, it seems like it's trying to do all
kind of stuff on it's own instead of using the helper.mk. Also, no nostrip,
sym or map file is created for explorer.exe thus not copied if
INSTALL_SYMBOLS is defined. Is this intentional?

Could someone have a look at this? (i don't like makefiles)
