Does the Reactos PCNET driver work for you ?
I get a crash when I try it in qemu.

On the Reactos.com site , a page is available for the device drivers 
compatibility list = http://www.reactos.com/en/content/view/full/81

There is no Nic card in this list so at least the AMD PCNET card should 
be there .

This is important as networking feature is coming  and  some users could 
be interested to know the list of Nic cards which are working before to 
buy such board for example.

Myself I could not make working the Nic cards I have ( D-link + 3Com) so 
I am willing to buy one from this list as it is not costly
