to be precise, RosRtl was "perverted" into it while its daddy (me) wasn't 
looking. The initial idea was to have a statically linkable library that 
integrated/improved upon the Rtl without breaking binary compatibility with 
Windows (i.e. exporting functions that weren't in Windows), and (for 
example) the user-mode process/thread creation code is used no problem in 
the kernel (to start SMSS)
