In all due honesty, I had someone buy it for me because I don't exactly have
that kind of money, and he was nice enough to give it to me for free (he
owns his own company and the amount was not a problem for him, we are close
friends, I've done work for him, anyways). He never mentioned an NDA nor
does Microsoft's site. Does the 2003 IFS still have an NDA? Not according to
MS (I wasn't able to find this anywhere).

Excellent, I totally agree. It sucks being a guinea pig but I think it's for
the best to have something written down in *stone*.

I'm going to ask an attourney for an opinion about this tonight and see
what happens.  Meanwhile, remember that I am just coordinating policies
here, not unilaterally defining them. :)

That file has its share of mistakes, but it's better than nothing. 
Skywing made a point in another post that *is* relevant - the IFSKit is
NDA material, which presumably you know, having signed that NDA when you
got your copy of kit.
