[ros-kernel] Taskmgr fails to load

Tasmgr ( from Reactos) seems to be broken  in CVS tree ( dated  march 05 
2004) as it fails to load
This is a regression as it ran earlier ( a few weeks ago or more )  as 
far as I remenber.
Could you confirm ?
