I agree with you 
I  tried a few week ago , when I wrote the bug217 , to run the Reactos 
Notepad  on WinXP and it works ok so the problem was not in Notepad.
Should be the same now after the transfer of Notepad  from Reactos 
module to Rosapps module  but I did not try.
