[ros-kernel] Make Wine Makefile Problem with Build ROS on ROS

Hi,

I've found out why I can compile ros on ros and you can not. The problem is
somewhere in lib\ntdll\rtl\heap.c. Some time ago (a half year or so) I
wanted increase the speed of heap allocations. I've implemented bins instead
of lists for the free heap like the glibc. The increasing of compile speed
was only ~5%. I had never commit my changes or update my changes with the
current cvs tree. I'm not sure but I think that the bug comes from the last
few commits to heap.c.
