[ros-kernel] 0.2.4 Changelog

Hi Guys,

Please help out with the 0.2.4 Changelog Wiki available at: 
http://mok.lvcm.com/cgi-bin/reactos/roswiki?ChangeLog-0.2.4

It would be nice if everyone would add their commits from the ros-cvs 
list for a ("first phase"), and then trim out the trivial changes 
("Second phase"), and then finally re-wording some of the comments to be 
clearer or more compact ("third phase"). Of course it would be best to 
do the trimming directly, and only add major changes.
