There was a project some time ago to do exactly this, a Win9x F/LOSS clone
called "OpenWindows" and its site is still floating around on Sourceforge,
though it is officially dead.  I've got the source code for it, though I never
got around to building them.

I'm loathe to pour cold water on your enthusiasm, but ReactOS succeeded whereas
OpenWindows didn't.  If you're intent on doing it, I can send you the
OpenWindows source code and you can take it from there.
