While attempting (unsuccessfully) to make use of Microsoft's GDIPLUS.DLL
library in an application of my own, I asked about ReactOS's implementation.
Which, as far as I'm aware, consists of a few stubs and a little bit of
code.

Someone mentioned Anti-Grain to me a while ago as a possible solution. It's
basically a library of functions for scaling, rotating and generally
transforming graphics.

It sounded a lot like what GDIPLUS has to offer, so maybe it can be adapted
(or rather the function calls translated) for ReactOS?
