[ros-translate] Runing ReactOS using a translation...

I think, he wanted to know how the translated rc-files are handled, not 
how you create the en.rc.
As you know, I know how difficult it is to remove hardcoded strings (you 
know my thread on ros-dev), but he was just asking how all this works, 
not what exactly you have to do.
