I also think about it. I want to write (for me, but I glad that not only 
me) simple command-line utility that will scan ReactOS sources and 
compare En.rc files with other ??.rc files.
At first, it will detect missing string resources as most simply, in 
future also dialogs, etc. I think, it will a simple small c-program, 
which must output to stdout, and you can do all You want with this output.
