Because the shell wasn’t prepared for this situation, it would fail to initialize both the start menu and the Favorites menu. If the issue is invalid, it can be closed as invalid, worksforme or some other status. If it's valid, it's either kept as it is or assignee changed. That's the problem. Have you tried just copying the install files from your machine to ReactOS? Maybe install it on a Windows VM with something like Sandboxie or a program install monitor if straight copying doesn't work?
