You're assuming it's the same people doing the same things. Pretty much none of the developers do any translation work. Any time you see them applying a translation fix, it's usually a patch that someone else wrote and they're just doing routine maintenance.

That's not a livecd, Victor.
We do not test livecds while preparing a release, since whether a livecd works or not does not tell us anything useful about application compatibility.

If that IRC client was built using VS 2013 or newer by default the compiled PE does not work on XP, you have to manually specify targeting XP.

Not quite true. XP SP3 basically shifted XP over to the 2k3 codebase.
