Bugzilla criteria

I think the Bugzilla "new bug" should give the user an idea of what kind of bugs reactos is currently interested in. Bugs such as "app xyz doesn't work" are probably of low priority and shouldn't even be opened yet (and could be redirected to wine).

That would help direct testers where development is currently going.
