1. Who's in charge of PR?
It's Victor Martinez (with his username as
vicmarcal around here on the forum). You can ask him more about PR.
4. How will the accountability be presented?
5. How can individuals, companies and governments follow the money trail?
When it's about a funding source which has a concrete protocol in place, there are specific rules to be followed or terms to comply with. The ReactOS team had it's share of birocracy (with bussiness plans and everything), presumably with it's accounting show too. But when it's about the general public, other than what ReactOS Foundation receives from it's team members, the
donnor's page was and is a pretty detailed income report. The sad thing is that it's a manual process, and it needs maintanance time which is a scarce resource, every effort involved being non-profit for now. More, there is ReactOS 2012 Fundraising Campaign fund-meter - a relatively new useful achievement of presenting the state towards a full-time development involvement goal. There is a lot more that can be done here, but every new candidate improvement has it's cost, be it time or something else.
