I think, we can create ReactOS Boot Floppies for non-boot from CD-ROM systems. (e.g. 80486 PC systems) These boot floppies may be one or a few. These disks include FreeLoader, inferance for directive to user (e.g. insert 2nd floppy and press Enter) and necessary drivers.
The boot floppies example, Windows XP has 6 boot floppies for Windows XP CD booting for old systems.

Where will you find a suitable 1.2/1.44/2.88MiB empty floppy to put even if ReactOS provided one? Yes, even Windows 10 has floppy images, yet entirely for a different reason.

They'll find them in the same place which has those 80486s ROS won't work on anything older than Pentium, BTW, but as Pentium is now over 20 years old, there well may be some floppies around.

Piles of 360K, 1.2m, 720K, 1.44mb, 2.88mb 5.25" and 3.5" disks. And occasionally even unused 8" disks. And there are piles of other places you can get brand new 3.5" disks. Just because Walmart doesn't have them on the shelves doesn't mean and "nobody" has them.
