All windows software as ReactOS aims to be an open source re-implementation of Windows.

Whether your chosen application will function or not is another thing entirely. ReactOS is in alpha. You are aware of what this means I hope. It is being built now.

The best way to figure out what is the best video editor for ROS at this point is to attempt to stall some that target Windows XP (or 2003 Server). There is no software that directly targets ReactOS since ReactOS aims to be as Windows compatible as possible. If what you try to run doesn't work, you should report it as a bug (but do search in JIRA before reporting in case someone else reported it). Just be sure that it does run on Windows XP. I mean, if it only runs on Windows 3.1, Linux, Windows 8, Mac, ARM, etc., then don't expect it to work.
