I couldn't access it two years ago as well, plus I wasn't able to log into forum (and the registration of new accounts was closed back then). Everybody who has properly working access to JIRA is free to post such patch.
Go to the front page, log yourself out, then log yourself back in again, go to Jira, if it is showing your IP in red at the top, then refresh the page, your user name should now show, now you can comment on or create new issues.
Please keep the Windows classic 9x/2000 look and feel.
The layman's guides - debugging - bug reporting - compiling - ISO remaster.
They may help you with a problem, so do have a look at them.
