What do you mean by that?
In this context, the term "still needs some love", means, it still needs some more work doing to it before it is finished.
Please keep the Windows classic 9x/2000 look and feel.
The layman's guides - debugging - bug reporting - compiling - ISO remaster.
They may help you with a problem, so do have a look at them.

Is there some way I can turn it on or see a preview of what it looks like so far? :D

What I have read about the "Multiuser/Logon System", is, that it is turned off by default in the trunk builds, but will be on in the releases. So you should have to create and use passwords in the up-coming 0.4 release.

Windows Server 2003 SP1.
ReactOS is still in alpha stage, meaning it is not feature-complete and is recommended only for evaluation and testing purposes.

Will this ever be changed to Windows Server 2008 or 2012? Windows Server 2003 is from the Windows XP era and software really does not support XP anymore. I want to try to install newer Windows software and it won't let me.

Not in the near future. As soon as this one works, we can hop one further

As far as I can see, nothing was committed for that, so the answer is: no.
