I got a old laptop from my dad. I was going to install reactos via CD but it doesn't have a cd drive. So I tried to use Vgal's USB build. At startup right after it "Loads the boot drivers" The usb activity light stops and there's a blank screen.

This indicates the ReactOS enters on debugger break point on that driver system file. However, to get more result of your problem, debugging information is needed for the developers. Just run ReactOS on total verbosity mode (Screen) and wait until it breaks on the debugger. Then type "bt" (without quotes) to obtain the backtrace and take some photos of it.
