Why is ReactOS still using GPLv2 instead of GPLv3 ?
Also ReactOS is smarter than a GNU.
So why not make RPL?
Copy paste GPLv2 and make RPL.
Is it possible to relicense GPLv2 code to a exact same (not to be confused with similar) license that has a different name?
If yes then please make RPL.
GPL makes me feel like GNU which is less intelligent than Human.

This is my opinion:
1. The developers have chosen a license that best suits them.
2. They have chosen one from an existing (already formulated) group of licenses.
3. The Free Software Foundation will take action to defend all of their licenses (ReactOS foundation will not need to waste time and money doing it).

Actually GPL is not the problem.
So, the rename should not be RPL.
The annoying part is 'GNU GPL'.
So, it could be 'ReactOS GPL'
Still it's okay.

Oh come on... another "License X is waay more pr0n than license Y" post??!
GPL is the only useful invention the GPL ever made, rest is close to the usefulness of SCO and as naiive and stupid too. Anyways... I see no problem in calling it GNU GPL. And nope, GPLv3 is nothing we will ever use. Check the differences and then ask again if you still think it's a right way to go for us as project.

ReactOS is still in alpha stage, meaning it is not feature-complete and is recommended only for evaluation and testing purposes.

pr0n (internet slang) --> sexy, cool, etc. Do not google this term unless you want to see Not Safe For Work results/images.
SCO --> no idea, that one is new to me too
naiive --> naive (young, immature, foolish, etc). More properly written as naïve, but that is falling out of common use.

Thanks for the link. I hadn't heard about it, but it has nothing to do with age (I'm older than you are, EmuandCo ). I've just never been involved in the Linux community.
