The winner was announced in newsletter #64. It seems we'll need to put up an actual news article of it.

when it's done, its a huge amount of work to change a complete website layout.

I guess it will be changed with the 0.4 series

Don't exaggerate. Layout is not that complex to require more than 2 weeks of work. It goes so slow because only zero persons work on it ATM.

Can this be opened up or does the whole thing rely on Bragin's in-tray getting reshuffled?
