There is already such a page: here. You can find it at the home page in the quick link list on the left. It's called "Press".

The last entries are from 2008 though... I don't know whether there weren't any more articles or whether the page just wasn't updated anymore...

Missed this one. I guess I should drop by the front page more often. :) On the other hand the site will be changed any time soon, so the layout will be different and with the new PR team there will be more stuff on it displayed more prominently I guess.

MicroMart is a great magazine one of very few to continue to write about older hardware such as the Amiga. Their articles are often very supportive of Open Source projects and I wouldn't be surprised if they give you permission to host the article.

The PR Team has been given no mandate and no authority to speak on behalf of ReactOS. We can defend the project as individuals, just like anyone else. Why don't you join the thread?

I would not call them all negative. The first person got the tenacity to test on an old hardware when his first attempt failed, and then his complain is about USB not working, but this is a known problem for the current release. I wonder if the article talks about it. Also, he tried on real hardware, and ROS is more tested on VMs right now.
The second poster is indeed quite harsh with the developers, without giving any specifics, but he probably did not bother to check all the recent accomplishments. Still he says "But, as a project, it has considerable promise."
The last comment is just a running joke in the IT. :lol:
I'd say what is more bothering, is that there there is no more post for two days, meaning that the topic is ignored and will die. And this is where the PR team may help. Mind you not by flooding the topic by fanboys' "I tired ROS and it is so great" posts, but by carefully answering to raised problems and explaining that USB support was committed in the trunk, that there is network and even Wi-Fi support, and the progress is staggering, compared to years before.
That the development team is indeed small, and the task is huge, and that people wanting help are welcome.
If their forum policy allows it, giving links to relevant links newsletters/posts here will be good to illustrate.
This may in turn sprout a load of negative comments, but by continuing answering to them calmly and professionally we may bring some supporters and at least spread the word.

The article has a little column titled "Supported hardware", there are some 15 entries, three of them are "Mouse (USB: only 'Legacy emulation', so no real USB support yet)", "Keyboard (USB: only 'Legacy emulation, so no real USB support yet')" and, to my suprprise, undisclosed "USB devices". Other than that, I think that there is no mention of USB.

Well, this is exactly the type of things to clarify/discuss over their forum I was talking about.
