The setup wizard (after initial install and boot), gets the correct time from
the bios.  However, when a timezone other than GMT is selected, it adds the hour
diffrence of this timezone to the bios time. So if time is 1:00pm, timezone is 3
hours in front of GMT, the time is reported as 4:00pm.  Because the bios time is
already set to the correct timezone, the wizard should just register the time
zone but not change the actual displayed time.
