It seems that any application (except explorer) started on any desktop, VIA THE
SHELL, causes this desktop painting issue.  Double click on the "Command Prompt"
on the desktop or start calc.exe from the startmenu and you will see the bug. 
Starting calc.exe from the Command Prompt does not cause the hang.

I can check explorer in KDB during the hang, and regression test to see when
this started.
