Hi, the severities are listed at
http://www.reactos.org/wiki/index.php/ReactOS_Bugzilla_Severities  ...  Blockers
are only for major regressions, and only during a release. Also, the TC is the
sole person to grant blocker status.

Anyway, this behaviour is on purpose, we do not want people overwriting their
bootloaders by accident, since ReactOS is still pre-alpha.
